LDAF Requires Louisiana Industrial Hemp Licensees to File Two Year-End Reports
The Louisiana Department of Agriculture and Forestry (LDAF) regulations and USDA/FSA State Plan require two year-end reports or filings by industrial hemp licensees, a Production Report and a License Application for the next-year hemp crop.
Production Reports
Licensed growers of industrial hemp crops, hemp seed producers and hemp processors, but not carriers, are required to submit these reports to LDAF by November 15th of each year.
For hemp growers and seed producers, the reports must include:
acreage or square footage of industrial hemp that was planted, harvested or destroyed;
the planting date, harvested date, and the varieties grown;
type of industrial hemp plant grown and the hemp crop's actual end-use as fiber, seeds, oil, or other uses;
total amount of industrial hemp sold for processing;
total dollar value of industrial hemp sold for processing; and
then current industrial hemp plant parts in storage and the location of that storage.
Production reports submitted by licensed processors will consist of:
total amount of industrial hemp processed;
type of processing — fiber, seeds, oil, or other uses; and
total dollar value of industrial hemp processed for the year.
The reports must be on a form provided by LDAF and will be made available in advance on it's web site.
LDAF's regulation provides that "failure to submit a complete and accurate annual production report may constitute a violation" of the industrial hemp law.
The data will be detailed and it may behoove licensees to begin gathering the data in advance.
2021 Licenses
All four of the LDAF industrial hemp licenses are annual and all expire automatically on December 31st of the year in which issued.
A person holding a 2020 license who wants to continue cultivating in 2021, must complete another application and criminal background checks. The application must be filed with LDAF by November 30th.
